The Real Estate Capital Access Program (RECAP) and the Downtown Enhancement Revolving Loan are available to downtown Wabash commercial building owners and business owners whose buildings/businesses are located in the area of: south of the Hill Street railroad tracks, north of the Canal Street railroad tracks, east of Carroll Street, and west of Huntington Street. Real Estate Capital Access Program (RECAP)

Funded through the Indiana Housing & Community Development Authority

  • Façade Grants
    • 50% matching grants for restoration of building façades following historic preservation guidelines.
    • Competitive with a focus on increasing downtown business and improving infrastructure.
    • Grant recipients will provide the first half of the funding and project work.
    • Upon submission of the appropriate documentation and proof of expenditures, Wabash Marketplace, Inc. will provide the remaining 50% funding.

  • Pre-development Revolving Loans
    • Low-interest revolving loans for new and existing building owners.
    • For pre-development costs (Architectural, Environmental and Feasiblity Studies, and other costs incurred before purchasing/restoring a building).

  • Loan Guaranty/Second Mortgage Program
    • Loan guaranty funding to Wabash lending institutions providing incentive for loans from Wabash lenders to new/existing downtown commercial building owners for downtown commercial building purchase/restoration.
    • WMI provides low-interest revolving "second mortgage" loans to downtown commercial building buyers receiving receiving mortgage loans from Wabash lenders. WMI loans can be used as down payment for mortgage loans from Wabash lenders.

Downtown Enhancement Revolving Loans

Funded through the Downtown Enhancement Grant from the Office of Community & Rural Affairs, Indiana Main Street and matching funds from the Economic Development Group of Wabash County.

  • Low-interest revolving loans for new and existing business owners to provide access to working capital. Eligible costs would include start-up inventory, marketing costs, business consulting costs, and business equipment/fixtures.
